Question about a cops authority?

I was at McDonald's wearing a morphsuit (which is a full body spandex suit) and I was just having a good time with my friends and I was dancing and then this one man comes up and starts talking to us and is joking around with us and we were having friendly banter and then he was saying he's like a state trooper or whatever and doesn't like the way I was acting saying my dances were to obscene or something like that. My crew and I just figured he was joking because of the way he was acting earlier and he was insulting us just messing around or so I thought at the time. While we were pulling out he then started writing my license plate number down. So my question is if this guy is legit is there anything he can actually do? I live in Florida btw in case that changes anything.
