How do I keep a tight vinyl dress from riding up? I was hoping maybe hairspray really does work.?

I have a cop outfit for Halloween and it is kind of skimpy. It likes to ride up and in a movie they used hairspray for bathing suits, I was wondering if something like that would work for my problem. Please help!!!
